Synopsis:

Authorizing the creation of a State Debt not to exceed $500,000, the proceeds to be used as a grant to the Board of Directors of Victory Youth Center, Inc. for the planning, design, and demolition of existing buildings and related site work and the development, construction, and capital equipping of a multi-service youth facility to be located in Wheaton; providing for disbursement of the loan proceeds, subject to a matching fund requirement; etc.
