Synopsis:

Authorizing the Public Safety Commission (PSC) to regulate a telephone company by means of an alternative form of regulation if specified conditions are met; requiring the PSC to make a specified finding by a specified date; stating the intent of the General Assembly; and generally relating to the regulation of the telecommunications industry.
