Synopsis:

Requiring the local departments of social services to execute hiring agreements with entities doing business with Maryland counties and Baltimore City for the purpose of hiring Family Investment Program (FIP) recipients; requiring the Secretary of Human Resources to establish a mentoring program for current FIP recipients; and providing for the use of funds in the Dedicated Purpose Account.
