Synopsis:

Requiring the Secretary of Health and Mental Hygiene to establish procedures within the Mental Hygiene Administration that give community mental health programs with program, policy, or contractual disputes with the Administration the right to access a specified mediation process and the right to request a hearing with the Office of Administrative Hearings.
