Synopsis:

Prohibiting a person under specified circumstances from committing specified acts against specified buildings, statues, monuments, or memorials for purposes relating to the property's connections with persons or groups of a particular race, color, religious belief, or national origin; and generally relating to religious and ethnic crimes.
