Requiring specified owners and operators of facilities and vessels to file a copy of a vulnerability assessment required under the federal Maritime Transportation Security Act of 2002 with the Maryland Port Administration; requiring the Administration to report to the General Assembly on or before a certain date each year; identifying specified risks to transportation security, including proposed safety standards, a timeline for implementing proposed standards, and estimates of the implementation costs; etc.
