Synopsis:

Requiring the Secretary of Public Safety and Correctional Services to adopt specified regulations relating to the collection and distribution of the earnings of inmates under the custody of the Department; altering the definition of crime for the purposes of restitution; altering the definition of a victim to include a person who suffers death as a result of a crime or delinquent act; expanding the circumstances under which a judge may order a defendant or child respondent to make restitution; etc.
