Requiring the State Lottery Commission to regulate and control the
operation of specified video lottery terminals; authorizing the
Commission to require a bond, collect fees and civil penalties and
taxes, and issue licenses; establishing an Education Trust Fund;
authorizing the Comptroller to pay as specified, from the proceeds of
terminals, money to the Commission, Education Trust Fund, terminal
operation licensees, specified local governments, a Purse Dedication
Account, and a Compulsive Gambling Fund; etc.
