Synopsis:

Altering the maximum reduction that the Governor can make to an appropriation in the State budget; altering the circumstances under which the Governor may reduce specified appropriations; prohibiting the Governor from reducing specified appropriations; requiring the Board of Public Works to provide a 21-day public notice and hold a public hearing prior to approving a reduction in appropriations; etc.
