Requiring notice of specified procurements to be provided in a specified manner until a specified date and requiring that notice be provided in a specified different manner after a specified date; prohibiting a unit from charging a fee to access eMaryland Marketplace; providing for the assessment of a fee against specified persons to pay specified costs; requiring the Department of Budget and Management to adopt specified regulations; repealing references to the Maryland Contract Weekly; etc.
