Synopsis:

Requiring a recipient of specified financial assistance awarded under the Economic Development Opportunities Program Fund and the Maryland Economic Development Assistance Authority and Fund to comply with specified minority business enterprise procurement goals under specified circumstances; requiring that specified minority business enterprise procurement goals be included in specified financial assistance agreements; etc.
