Synopsis:

Providing that the powers of the Board of Regents regarding the management of Morgan State University are subject to restrictions imposed by law if the law makes specific reference to the University; authorizing the University to borrow specified money; authorizing the Board of Regents to acquire, lease, encumber, sell, or dispose of specified real or personal property; etc.
