Synopsis:

Authorizing regional higher education centers and community colleges to submit to the Maryland Higher Education Commission requests for proposals for the offering of specified baccalaureate degree programs; establishing specified requirements for submitting specified requests for proposals to the Commission; authorizing community colleges and regional higher education centers to submit to out-of-State institutions requests for proposals under specified circumstances; requiring the Commission to adopt specified regulations; etc.
