Environment - Air Quality - Emissions of Four Pollutants from Power Plants

Synopsis:

Establishing specified emissions limits on four pollutants for specified power plants; allowing for specified offsets; authorizing specified electricity generating companies to determine the best method of compliance; requiring a specified report to the Department of the Environment; requiring the Department to adopt specified regulations; providing for specified penalties; establishing a Clean Air Fund; providing for the operation and maintenance of the Fund; requiring a report from the Power Plant Research Program.
