Synopsis:

Establishing domestic partnerships in the State for specified purposes; prohibiting an individual from claiming the benefits of a domestic partnership except under specified circumstances; establishing specified crimes and penalties; requiring individuals to sign a specified certificate before a notary public to enter into a domestic partnership; establishing specified qualifications for individuals entering into a domestic partnership; etc.
