Synopsis:

Requiring persons providing services relating to on-site sewage disposal systems or holding tanks to be licensed by the Department of the Environment; requiring the Department to establish education and training requirements; requiring the Department to issue or renew specified licenses under specified circumstances; providing for the application for licenses required under the Act; authorizing the Department to refuse to issue or renew or to suspend or revoke licenses under specified circumstances; etc.
