Authorizing the creation of a State Debt in the amount of $300,000,
the proceeds to be used as a grant to the Patuxent River Commission
and the Mayor and City Council of the City of Laurel for specified
improvements to the Historic Laurel Mill Ruins; providing for
disbursement of the loan proceeds; requiring the grantee to grant and
convey a specified easement to the Maryland Historical Trust;
establishing a deadline for the encumbrance or expenditure of the loan
proceeds; etc.
