Synopsis:

Requiring that the Public Service Commission review the complete Maryland driving record of an applicant for a for-hire driver's license and review the applicant's driving record from each state in which the applicant held a driver's license during a specified time period under specified circumstances; requiring the Commission to meet with specified representatives to consider options for licensing and regulating specified drivers; etc.
