specified consumers unless the person is licensed by the Commissioner
of Financial Regulation or exempt from the licensing requirements;
altering a specified exemption from specified provisions of law;
altering the name, contents, and purpose of a specified fund;
prohibiting a debt settlement services licensee from providing debt
settlement services unless specified conditions are met; etc.
