Altering the definition of "collector" to exclude a property manager
from provisions of law relating to debt collection; prohibiting
specified actions by debt collectors collecting or attempting to
collect an alleged debt arising out of a consumer transaction;
authorizing a debt collector to make a specified assumption; requiring
debt collectors to apply payments to the debt indicated by the debtor,
under specified circumstances; and defining "property manager".
