Synopsis:

Requiring the Secretary of Health and Mental Hygiene to allow the disclosure of birth records data to the Executive Director of the Social Services Administration in the Department of Human Resources; requiring the Executive Director to provide the Secretary with specified information identifying specified individuals; requiring the Secretary to provide the Executive Director with specified birth records data; etc.
