Authorizing the Department of the Environment to consider all county
and municipal zoning and land use requirements before issuing a permit
for the application of sewage sludge on land; requiring a county or
municipality to send specified zoning and land use information to the
Department within 45 days after receiving a specified application;
requiring the Department to adopt regulations to establish a buffer
from a site where sewage sludge will be applied on land adjacent to a
boundary of a municipality; etc.
