Requiring each county board to treat a student's voluntary expression
of a religious viewpoint in the same manner the board treats
expression of a secular viewpoint; prohibiting a county board from
discriminating against a student based on a religious viewpoint;
requiring each county board to adopt a policy establishing a limited
public forum for student speakers; providing specified requirements
for the limited public forum policy required by the Act; etc.
