Requiring a State inspector to make specified inspections relating to
elevators and perform quality control monitoring of third-party
qualified elevator inspectors; requiring an owner of an elevator to
hire a third-party qualified elevator inspector to conduct inspections
required by the Safety Code for elevator units; authorizing the
Commissioner of Labor and Industry to establish, by regulation,
procedures for issuing a warning notice instead of a citation under
specified circumstances; etc.
