Authorizing the placement of specified speed monitoring systems on specified highways in Prince George's County; making specified provisions of law relating to the enforcement of speed limit laws with specified speed monitoring systems applicable in Prince George's County; expanding the circumstances under which specified contractors are prohibited from receiving specified contingent fees; etc.
