Creation of a State Debt - Community Development Administration - Local
Government Infrastructure Financing Program
Authorizing the creation of State Debt in the total principal amount
up to $2,000,000, the proceeds to be used as grants or loans to the
Community Development Administration to replenish capital reserve
funds created under the Local Government Infrastructure Financing
program; stating the intent of the General Assembly that this bond
authorization be excluded from the Capital Debt Affordability limit
and that any amount provided be reimbursed, within 5 years, to the
Annuity Bond Fund for specified purposes; etc.
