Creation of a State Debt - Community Development Administration - Local Government Infrastructure Financing Program

Synopsis:

Authorizing the creation of State Debt in the total principal amount up to $2,000,000, the proceeds to be used as grants or loans to the Community Development Administration to replenish capital reserve funds created under the Local Government Infrastructure Financing Program; stating the intent of the General Assembly that this bond authorization be excluded from the Capital Debt Affordability limit and that any amount provided be reimbursed, within 5 years, to the Annuity Bond Fund; authorizing the Comptroller to advance funds; etc.
