Synopsis:

Requiring banking institutions to make low cost banking services available to consumers by offering a basic banking account or basic share draft account; establishing the terms, conditions, and fees of the account; authorizing a bank to require specified information from account holders and compliance with specified rules; authorizing a bank to request approval of the Bank Commissioner to offer an alternative account in lieu of a basic banking account; etc.
