Schools Before Stadiums

Synopsis:

Prohibiting, subject to specified conditions, the expenditure of public funds in any fiscal year for the construction of a professional football stadium or for related infrastructure at any location in the State unless all requests submitted by the local boards of education for school construction projects have been fully funded for that fiscal year.
