Establishing the Winding Brook Special Taxing District in a specified location; providing that the purpose of the special taxing district is to pay the costs of trash collection, mowing of common areas, and general maintenance of the Winding Brook area; establishing the District Board for the Winding Brook Taxing District; providing for the duties of the District Board; etc.
