Synopsis:

Increasing the State's share of matching funds pledged on or after July 1, 2001, to Bowie State University, Coppin State College, Morgan State University, and University of Maryland Eastern Shore under the Private Donation Incentive Program; and giving the institutions more time to raise donations under the Program.
