Establishing the Maryland Digital Library in the Maryland Higher Education Commission; providing for the purpose of the Maryland Digital Library; establishing the composition of the Maryland Digital Library; authorizing the Maryland Higher Education Commission to encourage specified institutions to meet specified goals; authorizing the Maryland Digital Library, in collaboration with specified entities, to develop specified programs; etc.
