Authorizing the placement of speed monitoring systems on specified highways in Baltimore City; making specified provisions of law relating to the enforcement of speed limit laws with speed monitoring systems applicable in Baltimore City; expanding the circumstances under which specified contractors are prohibited from receiving specified contingent fees; etc.
