Establishing the Commission to Study the Disproportionate Justice Impact on Minorities; providing for the composition, chair, and staffing of the Commission; prohibiting a member of the Commission from receiving specified compensation, but authorizing the reimbursement of specified expenses; requiring the Commission to identify, study, report on, and make recommendations regarding specified matters; requiring the Commission to hold at least two public hearings before October 1, 2016; etc.
