Requiring the Comptroller, in consultation with the Emergency Number Systems Board, rather than the Board, to adopt procedures for certain auditing surcharge collection and remittance; requiring that the procedures be consistent with certain audit and appeal procedures; authorizing the Comptroller to issue an administrative subpoena to compel compliance with a certain audit; requiring the Comptroller to develop and distribute informational materials to telephone companies and CMRS providers; etc.
