Modifying the procedures for public participation in the licensing, permitting, and regulations processes of the Department of the Environment; authorizing the Department to hold certain public meetings and hearings using teleconference or Internet-based conferencing technology under certain circumstances; specifying that the Department is not required to hold certain in-person public meetings or hearings when a certain emergency declaration has been issued; etc.
