Authorizing technicians, employed by or under contract with a certain agency, to swear to and affirm, based on inspection of recorded images, the occurrence of violations recorded by speed monitoring systems; and requiring law enforcement officers and technicians to complete a reasonable training specific to the speed monitoring system before certifying any certificates of violation.
