Authorizing judicial review of certain environmental permitting and license decisions by the Department of the Environment at the request of certain persons who meet certain federal standing requirements under certain circumstances; requiring a person applying for a certain permit from the Department to request an EJ Score from the Department for the census tract where the applicant is seeking the permit for purposes of including the score in the permit application; etc.
