Synopsis:Authorizing a landlord who uses a written lease to collect certain fees and charges as rent under certain conditions; providing that the Act applies only if the written lease used by a landlord includes a certain provision and provides a certain notice; requiring a lease to include notice of the ratio utility billing system used to allocate certain charges, under certain circumstances; prohibiting a landlord from filing a complaint for repossession if the only unpaid fee or charge is for water and is under $50; etc.
