Synopsis:Repealing a capital investment requirement of at least $250,000, excluding the cost of the land, buildings, and leases, for the issuance of a Class B-BF (banquet facility) beer, wine, and liquor license in Frederick County; and requiring that a banquet facility have a full commercial kitchen and adequate public bathroom facilities before a banquet facility license may be issued.
