Synopsis:Establishing that the common law doctrines of contributory negligence and joint and several liability, as they existed on a specified date, shall remain the law of the State; establishing the Commission to Study Maryland's Fault Allocation System; requiring the Commission to study and make recommendations regarding specified matters; requiring the Commission to report its findings and recommendations to specified public officials on or before December 1, 2013; and terminating the Act at the end of June 30, 2014.
