Synopsis:Authorizing the use of an Educational Excellence Award at an institution of higher education that is not in the State if the applicant is a deaf or hearing impaired student attending an institution of higher education that makes specified provisions for deaf and hearing impaired students and comparable provisions are not available in the State; altering a provision of law that prohibits the Office of Student Financial Assistance from awarding more than a specified percent of funds for specified grants; etc.
