Synopsis:

Requiring the General Assembly to make a specified determination regarding the desirability of continuing specified community benefits districts; providing for the termination of a community benefits district and its district management authority under specified circumstances; and extending through May 31, 2000, the authority of Baltimore City to establish community benefits districts.
