Synopsis:Excluding Baltimore City from a specified provision allowing for an alternative method for forming a hearing board under the Law Enforcement Officers' Bill of Rights when the alternative method has been agreed to under specified exclusive collective bargaining agreements; excluding Baltimore City from a specified provision under which specified findings of fact and penalty determinations made by a hearing board are final; and providing for the prospective application of the Act.
