Synopsis:Requiring the State Highway Administration, a county, or a municipal corporation to offer certain commercial businesses impacted by the construction of certain highways an entrance to certain access roads; and requiring the commercial businesses to reimburse the Administration, a county, or a municipal corporation certain costs related to the entrance to the access road.
