Synopsis:

Requiring specified permit applicants to provide specified proof to the Department of the Environment of a specified notice to specified local agencies; prohibiting the Department from issuing tentative or final determinations until the earlier of specified events; requiring the Department to send specified determinations to specified local agencies; etc.
