Creating a State Debt not to exceed $400,000, with a matching fund requirement, as a grant to St. Frances Academy, Inc. for the planning, design, construction, and capital equipping of a multipurpose community and athletic facility; prohibiting the use of the proceeds or any of the matching funds for sectarian religious purposes; and requiring the grantee to grant and convey a certain easement to the Maryland Historical Trust.
