Requiring persons engaged in check cashing service to register with the Division of Consumer Protection of the Office of the Attorney General; specifying application requirements and procedures and fee limitations for persons who engage in check cashing service; prohibiting specified persons from engaging in check cashing service; requiring persons who engage in check cashing service to maintain specified records and to permit examination of those records; specifying penalties; etc.
