Death Penalty - Moratorium

Synopsis:

Prohibiting execution of the death penalty from July 1, 2000, to June 30, 2003; prohibiting issuance of a warrant of execution from July 1, 2000, to June 30, 2003; providing that a warrant of execution issued before July 1, 2000, that has not been executed before July 1, 2000, is void and the individual may not be executed before July 1, 2003; construing the Act not to affect other laws concerning the death penalty; and providing a contingency on inclusion in the State budget of funding for a study of the death penalty.
