Synopsis:

Modifying the membership of the Joint Committee on Legislative Ethics to include four citizen members; reducing the number of members of the Senate and House of Delegates appointed as members of the Committee; requiring the appointment of citizen members of the Committee by the President of the Senate and the Speaker of the House of Delegates; repealing the authority of the President and the Speaker to appoint chairmen of the Committee; requiring the election of chairmen; etc.
